Head Start and Transitional Kindergarten (TK) are both free preschool options for 4-year-olds in California, but they serve different needs and offer very different services. Understanding the difference helps you make the right choice for your child — and in some cases, families don’t have to choose at all.

Here’s a clear, honest comparison for parents in Yuba and Sutter Counties.

What Is Transitional Kindergarten?

California’s Transitional Kindergarten program is a public school grade — part of the K-12 system — designed to bridge the gap between preschool and kindergarten for young 4-year-olds.

Key facts about TK:
– Available to all California children who turn 5 between September 2 and April 2 (as of 2025–26, all 4-year-olds are eligible regardless of birthday)
– Offered through local public school districts
– Free for all families — no income requirement
– Part-day or full-day depending on district
– Academic focus aligned with kindergarten preparation
– Does not include the comprehensive health, nutrition, or family services that Head Start provides

What Is Head Start?

Head Start is a federally funded program with a 60-year track record that serves children ages 3–5 from income-eligible families. At E Center, Head Start includes significantly more than a classroom curriculum.

Key facts about Head Start at E Center:
– Free for eligible families (income-based; some automatic eligibility categories)
– Serves children ages 3–5
– Includes health and developmental screenings (medical, dental, vision, hearing)
– Provides free daily meals and snacks (breakfast, lunch, afternoon snack)
– Includes mental health services and social-emotional support
– Employs dedicated Family Services staff who work with the whole family
– Requires low child-to-teacher ratios by federal mandate
– Offers parent involvement opportunities including Policy Council membership

Which Program Is Right for My Child?

Choose Head Start if:
– Your family meets income eligibility requirements and your child would benefit from the comprehensive health, nutrition, and family services Head Start provides
– Your child is 3 years old and you want two years of high-quality early education before kindergarten
– Your family could use the support of Family Services staff for goal-setting, resource connections, or community support

Choose TK if:
– Your child does not meet Head Start income eligibility criteria
– Your child is turning 5 late in the calendar year and you want a bridge year before kindergarten in the public school system
– Your family prefers a more academically structured, school-district-based setting

Consider both: In some cases, families in the Yuba-Sutter area participate in Head Start for their 3-year-old year and TK the following year. Talk to E Center’s enrollment team to understand how to sequence programs for maximum benefit.

A Note About Dual Language Learners

Both programs serve dual language learners, but approaches differ. E Center’s Head Start program has a long history of serving the multilingual Yuba-Sutter community and employs bilingual staff in many classrooms. If English is not your family’s primary language, this is worth discussing with both programs before you decide.

What Head Start Offers That TK Cannot

The core difference comes down to this: TK is a classroom. Head Start is a comprehensive child and family development program.

TK prepares children academically for kindergarten. Head Start does that і addresses health, nutrition, mental wellness, and family stability — the factors that research has shown for 60 years to be equally important to a child’s ability to learn.

Часті запитання

Can my child do Head Start AND TK?
Not typically in the same year, as they are separate full-time programs. Some families do Head Start at age 3–4, then TK at age 4–5 if they age out of eligibility.

Does income limit my access to TK?
No. TK is available to all California families regardless of income. Head Start has income eligibility requirements.

Are Head Start teachers as qualified as TK teachers?
Yes. E Center’s lead teachers hold CDA credentials or higher, and many hold bachelor’s degrees in Early Childhood Education. Head Start has strict federal teacher qualification requirements.

My child has a disability — which program is better?
Both programs serve children with disabilities. Head Start is federally required to reserve 10% of spots for children with disabilities regardless of income. E Center can work with your child’s IEP/IFSP team.
