There’s a quote that circulates in early childhood education circles: “Parents are their children’s first teachers.” It’s accurate. But at E Center, we take it a step further.
Parents aren’t just their children’s first teachers — they’re partners in everything we do. That’s not a brochure slogan. It’s a federal requirement, a program philosophy, and something we’ve built our entire model around.
Head Start was designed in 1965 with a fundamental insight: a program that serves children but ignores their families can only do so much. The most powerful outcomes happen when families are engaged, informed, empowered, and heard.
Here’s what that looks like in practice at E Center.

Every E Center classroom welcomes parent and family volunteers. Volunteering can look different depending on what works for your family:
- In-classroom help: Assist with activities, reading time, art projects, or outdoor play
- Special skills: Do you cook, garden, play music, do woodworking, speak multiple languages? Share it with the class — children benefit enormously from seeing the adults in their lives bring their whole selves
- Story time reader: Read to the class — children love hearing from a familiar adult, and it shows your child that reading is something important people do
Many parents who start as occasional volunteers find themselves in the classroom regularly. The experience of seeing your child in their school environment — confident, curious, engaged with peers — is one of the unexpected gifts of Head Start.
Parent Workshops and Family Education Events
E Center offers workshops and events throughout the year designed to support parents directly — not just as supporters of their children, but as whole people with their own goals and needs.
Topics have included: – Child development milestones and how to support them at home – Positive discipline strategies – Nutrition and cooking on a budget – Financial literacy and goal-setting – Navigating the school system and your child’s rights as a parent – Literacy activities to do at home – Health topics — dental care, immunizations, managing common childhood illnesses – Immigration and know-your-rights information
Workshops are offered during both daytime and evening hours when possible to accommodate working families. Childcare is typically available for enrolled children during evening events.
Family Celebrations and Community Events
E Center hosts seasonal family events that bring the whole community together — graduations, harvest festivals, end-of-year celebrations, cultural recognition events, and holiday programs. These events are designed to:

- Build community among E Center families
- Celebrate the cultural diversity of our community
- Create memories for children and families that anchor their early childhood experience

Home Visits
For all Head Start families, E Center’s teachers and Family Services staff conduct two home visits per year at minimum. For families in home-based Early Head Start, home visits are the primary program delivery model — occurring weekly.
Home visits serve multiple purposes: – Building relationship between family and program staff – Seeing the child in their home environment and understanding their context – Sharing observation of your child’s development and progress toward goals – Partnering with parents on follow-through for developmental activities at home – Discussing any concerns or needs in a private, comfortable setting
Many families describe home visits as one of the most valued parts of the E Center experience — a time when the connection between school and home is actively maintained.
Parent Committees
At the center level, parent committees provide informal input on center-level decisions — events, policies, concerns, suggestions. These are grassroots groups that give parents a voice in their child’s specific center.
Parent committees are different from the Policy Council (which operates at the program-wide level) — they’re more immediate and center-specific, and often the first place new families get their feet wet in leadership.
Policy Council: Parents Leading the Program
This is the most distinctive — and least known — feature of Head Start family engagement.

By federal law, the Policy Council must: – Approve the program’s annual budget – Participate in decisions about program policies and procedures – Provide input on curriculum decisions and program quality – Review personnel policies – Be consulted on program planning and direction
Policy Council members are elected by parents at each center location. Meetings occur monthly. Childcare and meals are provided.
Serving on Policy Council is a genuine leadership opportunity. Members who participate consistently describe it as one of the most significant experiences of their time at E Center — not just for the program, but for their own development.

What Family Engagement Research Shows
The research on Head Start family engagement is consistent and compelling:
- Children whose parents are highly engaged in Head Start show stronger developmental outcomes than those whose parents are less engaged — even controlling for other factors

- Parents who engage deeply with Head Start programs show gains in their own confidence, skills, and sense of community belonging

Frequently Asked Questions
Do I have to volunteer or attend workshops to stay enrolled? Family partnership is an expectation of Head Start participation, but it’s designed to be realistic and flexible. The goal is meaningful engagement, not a checkbox. Your Family Services worker will work with you on what participation looks like given your family’s schedule and circumstances.
What if I work full-time and can’t come to daytime events? We know many families have work constraints. E Center offers some evening and weekend events, and home visits can often be scheduled at times that work for working families. Tell your Family Services worker about your schedule — we’ll figure it out together.
Is Policy Council open to all parents? Yes — any parent of an enrolled child is eligible to participate in parent committees and run for Policy Council. No prior experience or qualifications are required.
What language are workshops and events offered in? E Center serves many Spanish-speaking families and offers events and workshops in Spanish or with interpretation. Contact your center for specific language support available at your location.
Can other family members (grandparents, aunts/uncles) attend events? Absolutely. E Center celebrates the full constellation of adults in a child’s life. Grandparents, aunts, uncles, and other caregivers are welcome at family events and are often invited to volunteer as well.
