Head Start serves children ages 3 to 5. Early Head Start serves children from birth through age 2, as well as pregnant women. Both programs are free for qualifying families in Yuba and Sutter Counties through E Center.
If your child is anywhere in the 0–5 age range, there is likely a program designed specifically for them. Here’s exactly how the age requirements work — and what to do based on your child’s age right now.
Head Start: Ages 3–5
The Head Start program is designed for children who are at least 3 years old on or before a program-specific enrollment date (typically in the fall), and who have not yet started kindergarten.
Most children attend Head Start for one or two years before kindergarten: – 4-year-olds are typically in their last year before kindergarten – 3-year-olds often attend two years of Head Start, which research consistently shows produces the strongest developmental gains
Head Start is the more commonly known program — it includes a full preschool curriculum, classroom-based learning, health screenings, nutrition services, and family support.
What if my child turns 3 after the fall enrollment date?
Children who turn 3 mid-year may be eligible for enrollment when the next opening occurs. Some E Center locations offer mid-year enrollment if space permits. The best way to find out: call our enrollment team and ask about your child’s specific birthday.
Early Head Start: Birth Through Age 2
شروع اولیه is a less well-known but equally important program that serves:
- Infants and toddlers from birth through age 2 (children who haven’t yet turned 3)
- زنان باردار — providing prenatal support, health referrals, and preparation for parenthood before your baby arrives
Early Head Start at E Center offers two delivery models: – Center-based care — your child attends an E Center location in a small, age-appropriate classroom with a trained educator – Home-based services — a trained Family Development Specialist visits your home weekly to support your child’s learning in their natural environment and coach you as your child’s first teacher
Why Early Head Start matters
The first three years of a child’s life account for more than 85% of brain development, according to the Harvard Center on the Developing Child. Early Head Start is designed to support that critical window with high-quality care, early learning activities, and family support.
If you have a baby, toddler, or are currently pregnant and your household income is within eligibility guidelines — reach out now. Prenatal enrollment means your child has support from before birth.
Does Age Alone Determine Eligibility?
Age is a requirement, but not the only factor. Your child must also meet income eligibility guidelines (or qualify automatically through public assistance, homelessness, or foster care status).
One important exception: Children with documented disabilities may qualify for Head Start regardless of family income. Federal regulations require that at least 10% of Head Start enrollment be reserved for children with disabilities. If your child has an IEP, IFSP, or a diagnosed developmental concern, please contact us — income may not be a barrier.
What If My Child Is Already 5?
Five-year-olds who have not yet enrolled in kindergarten may qualify for Head Start, depending on availability. Some families choose Head Start for kindergarten-readiness purposes even if their child is a year older.
Frequently Asked Questions About Head Start Age Requirements
Can my child start Head Start at age 2? Not Head Start — but Early Head Start, which serves birth through age 2, is a great option. Children typically transition from Early Head Start into Head Start at age 3.
Does my child need to be potty-trained to enroll in Head Start? Generally, children in Head Start (ages 3–5) should be working toward toilet training, but strict requirements vary. E Center works with families on this transition. Early Head Start programs accommodate children in diapers.
My child turns 3 in October — can they still start in the fall? This depends on the program year enrollment cutoff. Call our enrollment team with your child’s birthday and we’ll tell you exactly what options are available.
What if my child has a birthday in late fall or winter? Late-birthday children sometimes benefit from starting in Early Head Start as a toddler, then transitioning to Head Start the following fall for a stronger start.
Does Head Start serve children with special needs? Yes. Head Start actively serves and prioritizes children with disabilities, regardless of household income. Inclusive classrooms benefit all children.
