Most families have heard of Head Start — the free, federally funded preschool program for 3- and 4-year-olds. Far fewer families know that there’s an equally powerful program for babies and toddlers: شروع اولیه.
If you have a child under 3 — or if you’re pregnant — this post is for you. Early Head Start may be one of the most important resources available to your family, and it’s one of the most underutilized simply because people don’t know it exists.
What Is Early Head Start?
Early Head Start (EHS) is a federally funded program that provides comprehensive support to low-income families with children from birth through age 3, as well as pregnant women. Like Head Start, it is free for eligible families.
But Early Head Start isn’t just a younger version of preschool. It’s a distinct program built around what brain science tells us about the first three years of life: that no developmental period is more critical, and that the experiences and relationships a child has during this window have lifelong consequences.
The core principle of Early Head Start: Healthy development in the first years of life depends on strong, responsive relationships — and those relationships start with the family. EHS is designed to strengthen the whole family, not just prepare the child.
Why the First Three Years Matter So Much
The human brain develops faster from birth to age 3 than at any other point in life. By the time a child turns 3, roughly 80% of their brain’s basic structure is already formed — connections shaped by the experiences, interactions, and environments they’ve encountered in their earliest years.
This means that what happens — or doesn’t happen — before age 3 matters enormously. Consistent, nurturing caregiving builds neural pathways for language, emotional regulation, and learning. Stress, instability, or lack of stimulation during this period can create gaps that take years to address.
Early Head Start was created specifically to support healthy development during this critical window, for families who may face challenges in providing all of the enriched experiences and resources their child needs.
What Does Early Head Start Look Like at E Center?
E Center offers Early Head Start through two primary service models. Families are matched with the model that fits their situation best.
Center-Based Care
Children birth–3 attend one of E Center’s Early Head Start classrooms several days per week. In a center-based setting, children receive:
- A nurturing, language-rich environment specifically designed for infants and toddlers — not a scaled-down version of a preschool room
- Primary caregiver assignments — each child is connected to a consistent caregiver who builds a secure, trusting relationship with them over time
- Developmentally appropriate activities that support motor development, language acquisition, sensory exploration, and social-emotional growth
- Free meals and snacks following federal nutritional guidelines
Home-Based Services
In the home-based model, an Early Head Start educator visits your home weekly for a structured 90-minute home visit. These visits are designed to:
- Strengthen your skills as your child’s first teacher — you are in the room for every visit, learning alongside your child
- Model responsive caregiving interactions — the kinds of serve-and-return exchanges that build your child’s brain
- Set individual goals for your child’s development and track progress over time
- Connect your family to community resources — health care, nutrition support, mental health services, and more
Home visits also happen in a judgment-free environment. Your home doesn’t need to be perfect. The focus is on your relationship with your child, and that happens everywhere.
Combination Option
Some families participate in a combination program — receiving both some center-based care and regular home visits. This option is available based on program availability.
Services Included in Early Head Start
Early Head Start goes well beyond childcare. Like its older sibling program, EHS provides:
- Health screenings — developmental assessments, medical and dental referrals, vision and hearing checks
- Nutrition support — free, nutritious meals for children in center-based programs; nutrition education for home-based families
- Mental health consultation — support for children showing emotional or behavioral challenges, and for parents navigating their own stress
- Family Services — goal-setting, referrals to housing, food, healthcare, and other community resources
- Parenting education — workshops, resources, and regular communication to help you feel confident in your role
Early Head Start and Pregnancy
If you are pregnant, you may be eligible to enroll in Early Head Start before your baby is born. Prenatal enrollment allows E Center’s Family Services team to begin supporting you during pregnancy — connecting you with prenatal care, helping you prepare for your baby’s arrival, and beginning the relationship that will support your child from their very first days.
This is one of the most underutilized aspects of the program. If you’re expecting and may qualify for Head Start, don’t wait until your baby arrives to reach out.
Is Your Family Eligible?
Early Head Start eligibility uses the same income-based guidelines as Head Start. Families receiving public assistance (TANF, SSI), families experiencing homelessness, and children in foster care are automatically eligible. Many other families qualify based on household income and size.
If your child is under 3 — or if you’re pregnant — we encourage you to reach out and find out. The earlier you connect with Early Head Start, the longer your child benefits from its support.
سوالات متداول
Can I enroll in Early Head Start while pregnant? Yes — and we encourage it. Prenatal enrollment allows your home visitor relationship to begin before your baby arrives. You’ll receive prenatal education and preparation support, and your baby will transition smoothly into the infant program at birth.
Is Early Head Start a childcare substitute? The home-based model (weekly 90-minute home visits) is not a substitute for daily childcare. Center-based Early Head Start operates more like a childcare setting. Contact E Center to discuss which model fits your family’s needs.
How is Early Head Start different from Head Start? Early Head Start serves pregnant women and children birth through age 2; Head Start serves children ages 3–5. They share the same comprehensive framework (education, health, nutrition, family services) but deliver it differently for different developmental stages.
Does Early Head Start cost anything? No. Early Head Start is completely free for qualifying families. The same income guidelines as Head Start apply, with automatic eligibility for some categories (foster care, homelessness, public assistance).
